20This is happening because of what NATO (and) the U.S. are doing," he told reporters.
21The United States and Britain announced orders for their embassy workers and family members in Kyiv to leave Ukraine.
22They said the orders were issued because of the threat of possible Russian military action.
23NATO's announcement came as European Union foreign ministers sought to show a united front in support of Ukraine.
24In a statement, the ministers said the EU was already working to prepare possible sanctions against Russia.
25They warned that "any further military aggression by Russia against Ukraine will have massive consequences and severe costs."
26Separately, the EU also promised to increase financial support for Ukraine.
27It said it plans to approve $1.4 billion in loans and grants to the country as soon as possible.
